Resolution amending Resolution 470 of 2019, that originally authorized the Mayor and the Director of the Department of Mobility and Infrastructure, on behalf of the City of Pittsburgh, to enter into a Cooperation Agreement with the Port Authority of Allegheny County, Allegheny County, and the Urban Redevelopment Authority concerning the Bus Rapid Transit Project; to now through an amendment to the aforementioned Cooperation Agreement authorize appropriation of an amount not to exceed twelve million eight hundred thousand dollars ($12,800,000) for use in the Bus Rapid Transit Project and to authorize certain property transfers, easements, vacations, dedications, and right-of-way encroachments with the Port Authority of Allegheny County necessary for completion of the Bus Rapid Transit Project.

WHEREAS, the City of Pittsburgh ("City"), Port Authority of Allegheny County ("Port Authority"), Allegheny County ("County"), and the Urban Redevelopment Authority ("URA") (collectively the "Parties"); have been engaged in the planning and design of a proposed bus rapid transit link between the central business district of the City of Pittsburgh and Oakland and other East End neighborhoods ("Bus Rapid Transit Project" or "BRT Project"); and
WHEREAS, the BRT Project is in the public interest and will be beneficial and advantageous to the City, County, URA and Port Authority in that it will facilitate the expeditious and effective movement of transit patrons by reducing travel times and improving the quality and reliability of service for people using mass transit, materially contribute to the well-being, progress and development of the City and County, and reduce traffic on City streets; and
WHEREAS, the BRT Project is also intended to stimulate neighborhood revitalization along the BRT Project corridor, as well as incorporate necessary transit and infrastructure improvements between the Central Business District and Oakland and other East End neighborhoods; a...
