Title

Resolution providing for the creation of the Bridge Asset Management Program Trust Fund and for setting the conditions for the deposit of funding into the account and for the expenditure of said funds.

Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:

 

Section 1.                     The City Controller is hereby authorized and directed to create a trust fund entitled “Bridge Asset Management Program” into which shall be deposited federal American Rescue Plan funds as allocated by City Council via separate legislation. The City may from time to time deposit other local non-federal funds as needed.

 

Section 2.                     Authorized expenditures from the trust fund shall be limited to costs related to the creation and implementation of the Bridge Asset Management Program. These expenditures may include professional services, materials, and employee costs. Said expenditures must move through the appropriate procurement processes.

 

Section 3.                     The Bridge Asset Management Program Trust Fund shall be established within the Office of Management and Budget. Other departments may utilize the Fund with permission from the Director of the Office of Management and Budget and with authorized legislation, if appropriate.

 

Section 4.                     American Rescue Plan funds not obligated by April 1, 2024 may be reallocated at the discretion of the City of Pittsburgh.
