Resolution authorizing the Director of the Department of Finance to enter into a License Agreement with Veterans Place of Washington Boulevard to allow the performance of pre-development survey work on designated City property in order to facilitate the construction of a mixed-use building, including housing units and recreational facilities, for homeless veterans.

WHEREAS, the City is currently the owner of certain real property designated as 125-C-162, 125-C-163, 125-C-164, 125-C-165, and 125-C-166 (collectively, the "Project Site"); and
WHEREAS, the Project Site is adjacent to the current campus of Veterans Place of Washington Boulevard ("VP"), and VP plans to acquire the Project Site to construct a mixed-use building, including housing units and recreational facilities, for homeless veterans (the "Project"); and
WHEREAS, City Council has previously authorized the City to transfer the Project Site to VP, and the City is in the process of effecting this transfer; and
WHEREAS, in order for VP to evaluate the Project Site, begin planning for the Project, and begin working to obtain any required land development approval, pre-development survey work is required to be performed on the Project Site, and VP has requested a license for its subcontractor, MDM Surveyors & Engineers, LLC, to access the Project Site to perform such survey work as further described in the License Agreement; and
WHEREAS, in order to facilitate the Project, the City is willing to provide a license to VP, subject to the terms and conditions set forth in the License Agreement; and
WHEREAS, there will be no cost to the City in conjunction with VP's access or use.
Be it resolved by the Council of the City of Pittsburgh as follows:
