Resolution authorizing the Director of the Department of Finance to enter into a License Agreement with Veterans Place of Washington Boulevard to allow the performance of pre-development survey work on designated City property in order to facilitate the construction of a mixed-use building, including housing units and recreational facilities, for homeless veterans.

WHEREAS, the City is currently the owner of certain real property designated as 125-C-162, 125-C-163, 125-C-164, 125-C-165, and 125-C-166 (collectively, the “Project Site”); and
WHEREAS, the Project Site is adjacent to the current campus of Veterans Place of Washington Boulevard (“VP”), and VP plans to acquire the Project Site to construct a mixed-use building, including housing units and recreational facilities, for homeless veterans (the “Project”); and
WHEREAS, City Council has previously authorized the City to transfer the Project Site to VP, and the City is in the process of effecting this transfer; and
WHEREAS, in order for VP to evaluate the Project Site, begin planning for the Project, and begin working to obtain any required land development approval, pre-development survey work is required to be performed on the Project Site, and VP has requested a license for its subcontractor, MDM Surveyors & Engineers, LLC, to access the Project Site to perform such survey work as further described in the License Agreement; and
WHEREAS, in order to facilitate the Project, the City is willing to provide a license to VP, subject to the terms and conditions set forth in the License Agreement; and
WHEREAS, there will be no cost to the City in conjunction with VP’s access or use.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Director of the Department of Finance is hereby authorized to enter into a License Agreement with Veterans Place of Washington Boulevard for the Project Site to perform certain survey work to facilitate the Project. VP shall complete all project work authorized under the License Agreement at no cost to the City. The License Agreement shall be approved as to form by the City Solicitor.
