Resolution authorizing the Mayor and the Department of Permits, Licenses, and Inspections “PLI” to enter into a single source Agreement or Agreements with “Construction Junction”, for a one-year pilot program to perform deconstruction services in conjunction with demolitions of City-owned condemned structures.

WHEREAS, the Mayor’s Executive Order calls on PLI to pilot a unified City-led deconstruction program.

 

WHEREAS, there are environmental benefits to performing deconstruction by reducing construction materials that ordinarily go to landfills and reusing deconstructed elements in new builds.

 

WHEREAS, this agreement establishes a pilot to identify city-owned structures eligible for deconstruction, capture data on materials diverted from landfills and reused, and report on expanding the circular economy to create more sustainable job opportunities.

Be it resolved by Council of the City of Pittsburgh as follows:

 

Section 1.                     The Mayor and Director of the Department of Permits, Licenses, and Inspections, on behalf of the City of Pittsburgh, are hereby authorized to enter into an Agreement or Agreements with Construction Junction for deconstruction services in conjunction with demolitions of City-owned condemned structures. The term of the contract shall be one year due to the nature of the work, with no expected direct cost to the City, other than any revenue obtained from the sale of diverted materials from City-owned properties, which revenue shall be retained by Construction Junction.

 

Section 2.                     The Department of Permits, Licenses and Inspections does not have direct costs associated with this contract; however, any revenue obtained from the sale of diverted City-owned materials shall be retained by Construction Junction.

 

Section 3.                     Said Agreement(s) shall be approved by the City Solicitor as to form and substance.
