Title
Ordinance supplementing the Pittsburgh City Code, Title One, Administrative, Chapter 113, Mayor, to add language formalizing the Office of Management and Budget, outlining the Office's duties and responsibilities, and requiring that the Office's Director be confirmed by Pittsburgh City Council.

WHEREAS, Section 208 of the City of Pittsburgh's Home Rule Charter (“Charter”) permits units of government to be established by ordinance submitted by the Mayor or City Council; and
WHEREAS, Section 102 of the Charter defines "unit of government" as including "any subdivision of City government including any department, bureau, division, board, commission or magistrate court;" and
WHEREAS, the Mayor now wishes to formalize an Office of Management and Budget with a Director to be appointed by the Mayor and confirmed by City Council under the provisions of Section 209 of the Charter.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Pittsburgh City Code, Title One, Administrative, Chapter 113, Mayor, is hereby supplemented as follows:
Chapter 113 - Mayor
113.04 - Office of Management and Budget
An Office of Management and Budget shall be created as a Bureau under the Mayor's Office. The Office shall have a Director which shall be appointed by the Mayor and confirmed by City Council under the provisions of Section 209 of the Home Rule Charter.
113.05 - Powers and Duties of Director of the Office of Management and Budget
The Director of the Office of Management and Budget shall have the following powers and duties:
(a) The management, development, execution, and oversight of the annual Operating Budget, Capital Budget, and special revenue funds; and
(b) The oversight of the Division of Procurement, Fleet, and Asset Management and the creation of long term sustainable procurement policies and fleet and asset management plans and policies; and
