Title: NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby recognize and commend Richard Rach for being a dedicated and exceptional leader of behavioral health services in the Pittsburgh region; and BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare October 11, 2011 to be “Richard Rach Day” in the City of Pittsburgh.

WHEREAS, after a 40 year history with Mercy Behavioral Health, in a leadership role since 1989, Richard Rach is retiring as Executive Director, a position he has held since 2003; and
WHEREAS, Mercy Behavioral Health, a recovery-oriented mental health and intellectual disability organization, has served the Pittsburgh region since 1969 through their alcohol and drug treatment programs, crisis center, and educational and prevention services; and
WHEREAS, Mr. Rach used his compassion and business savvy to encourage the growth of Mercy Behavioral Health from a small organization into the largest community-based behavioral health service provider in the Pittsburgh region; and
WHEREAS, Mr. Rach's commitment to the prevention and treatment of mental health and intellectual disabilities established Mercy Behavioral Health as a vital player in recovery services offered in the Pittsburgh region, and has helped to foster a sense of hope for people living with mental illness, addiction, and/or intellectual disabilities.
