WHEREAS, after a 40 year history with Mercy Behavioral Health, in a leadership role since 1989, Richard Rach is retiring as Executive Director, a position he has held since 2003; and
WHEREAS, Mercy Behavioral Health, a recovery-oriented mental health and intellectual disability organization, has served the Pittsburgh region since 1969 through their alcohol and drug treatment programs, crisis center, and educational and prevention services; and
WHEREAS, Mr. Rach used his compassion and business savvy to encourage the growth of Mercy Behavioral Health from a small organization into the largest community-based behavioral health service provider in the Pittsburgh region; and
WHEREAS, Mr. Rach's commitment to the prevention and treatment of mental health and intellectual disabilities established Mercy Behavioral Health as a vital player in recovery services offered in the Pittsburgh region, and has helped to foster a sense of hope for people living with mental illness, addiction, and/or intellectual disabilities.

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby recognize and commend Richard Rach for being a dedicated and exceptional leader of behavioral health services in the Pittsburgh region; and
BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare October 11, 2011 to be "Richard Rach Day" in the City of Pittsburgh.
