Resolution authorizing a Cooperation Agreement with the Urban Redevelopment Authority of Pittsburgh designating URA as the City's agent for administration of a Rail Line Relocation and Improvement Project Capital Grant in the amount of $5,000,000 $1,044,869.00 from the U.S. Department of Transportation Federal Railroad Administration for the planning, engineering and construction of rail improvements to the Allegheny Valley Railroad rail line to support passenger rail service and the establishment of the Allegheny Riverfront Green Boulevard. (Council Districts 6 and 7)

Whereas, the City of Pittsburgh intends to apply to the U.S. Department of Transportation ("DOT") Federal Railroad Administration ("FRA") for a $5,000,000 $1,044,869.00 Rail Line Relocation and Improvement Project Capital Grant for the planning, engineering and construction of rail improvements to the Allegheny Valley Railroad rail line to support passenger rail service and modification of existing spurs in the 40th through 48th Street corridor to facilitate implementation of the Allegheny Riverfront Vision Plan (the "Project"); and
Whereas, the City desires to designate the Urban Redevelopment Authority of Pittsburgh as its agent to administer the Project if a grant is awarded;
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor is hereby authorized to enter into an FRA Capital Grant Cooperation Agreement with Urban Redevelopment Authority of Pittsburgh, in a form approved by the City Solicitor, designating URA as the City's agent for administration of a $5,000,000 $1,044,869.00 Rail Line Relocation and Improvement Project Capital Grant from DOT and/or FRA for the planning, engineering and construction of improvements to the Allegheny Valley Railroad rail line, requiring compliance by URA with federal program requirements and providing for the disbursement of Program funds to URA.
