Title: NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Pittsburgh does hereby submit said petitions with the question reading “Shall a 0.25 mills special tax, which would be equivalent to $25 a year or $2.09 per month on $100,000 of assessed value, be imposed by the City of Pittsburgh on all taxable real estate in the City of Pittsburgh effective January 1, 2012 and thereafter, the proceeds of which shall be allocated and used only for the maintenance and operations of the Carnegie Library of Pittsburgh” to the Allegheny County Elections Division for its review, validation and possible certification for the November 8, 2011 General Election ballot pursuant to Section 4402(A) of the Pennsylvania Library Code. And be it further resolved that the Allegheny County Elections Division perform its ministerial responsibility under said Section of the Pennsylvania Library Code.

WHEREAS, the Pennsylvania Library Code, 24 P.S. Section 4401, et seq., provides that, if municipal officers receive petitions from three (3%) percent of the number of citizens voting in the 2010 Gubernatorial General Election seeking the establishment of a special library tax, the municipal officers must submit said petitions to the County Department of Elections; and
 
WHEREAS, in the City of Pittsburgh three (3%) percent of the number of citizens voting in the last preceding, general election is 2,769 as established by the Allegheny County Election Divisions; and
 
WHEREAS, duly registered electors of the City of Pittsburgh have circulated petitions and gathered over 10,000 signatures from registered electors in the City of Pittsburgh supporting the placement of said question on the November, 2011; and
 
WHEREAS, those petitions have been submitted to the municipal officers of the City of Pittsburgh through the City Clerk,
