WHEREAS, at approximately 1:00 on the afternoon of June 15, 2011, Mr. Joe Changle witnessed a man break off a woman driver's mirror and start to swing at the woman when he made a split second decision to intervene, not knowing that the woman was the wife of injured Pittsburgh Pirates Catcher; and,
WHEREAS, Mr. Changle, a former high school wrestler and a volunteer firefighter, confronted the angry man who continued to assault the woman at which time Mr. Changle tackled the man and was bitten by the assailant in the forearm during the struggle; and,
WHEREAS, off-duty City of Pittsburgh Police Officer Arthur Baker came on the scene to help and the irate man went after both men even throwing a shoe in their direction; and,
WHEREAS, off-duty Officer Baker was able to take the man to the ground and detain him until uniformed police arrived; and,
WHEREAS, files were charged on the man including aggravated assault, criminal mischief and driving with an invalid license; and,

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby commend Mr. Joe Changle and Officer Arthur Baker for their heroic efforts in helping a citizen and her family in a dangerous situation; and,
BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare Tuesday, June 28, 2011, to be "Changle and Baker Day" in the City of Pittsburgh.
