Title: NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Pittsburgh does hereby affectionately torment our beloved Bill Urbanic, who can't get his pension until 2083, on the festive occasion of his 50th birthday, and in honor of his years of dedication and service declares May 1, 2011 to be “Bill Urbanic Day” in the City of Pittsburgh.

WHEREAS, grown in the sunshine of Chartiers Valley High School, ripened in the atmosphere of Duquesne University, steeped in the cauldron of former Council Member Michelle Madoff, broiled in the oven of Scott Kunka, and aged under the Council Presidencies of Doug Shields and Darlene Harris, this recipient has definitely been flavored and completely cooked by Pittsburgh!; and

WHEREAS, it has come to the attention of this Council that OH NO MR. BILL, Mr. Bill Urbanic of the City Council Budget Office, is turning 50 years of age on Sunday, May 1st and it is befitting that we recognize and poke fun of his life during this landmark celebration; and

WHEREAS, it has been said that Bill's interest in Finance was initially sparked as a young child when he aspired to take over his older brother's paper route, and who would have believed that only four short decades later Bill would make his own news and count the money for the City of Pittsburgh; and

WHEREAS, Bill has spent the majority of his professional career working for Pittsburgh City Council first as an Administrative Assistant writing policy for an individual Member, and now as the Budget Director for the Council as a whole, reviewing the annual budget, fine tuning programs, searching for unencumbered and unused funds, and making midnight runs to Grant St. in the middle of a crisis, working day in and day out to get the job done with only “a few cents” and “no sense” to spare; and

WHEREAS, his co-workers humorously announce that he works smart but not hard. We're still not sure if this is a compliment. He takes the pressure in stride, making sure to have some fun with the tough issues of the season, and has been known to create a PowerPoint presentation featuring little men walking across the screen dropping cash all over the financially strapped city, Indeed, he has a sense of humor!; and
