Title

Body
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.      The Mayor and the Director of the Department of Public Safety or the Director of the Department of Finance, on behalf of the City of Pittsburgh, are hereby authorized to enter into necessary contracts or agreements to accept grants, awards, or other funding in the amount of $10,000,000 from the United States Department of Justice and other applicable federal Departments or Agencies and up to $4,300,000 in grants, awards, or other funding from the Commonwealth of Pennsylvania.  
 
Section 2.      The Mayor and the Director of the Department of Public Safety or the Director of the Department of Finance, on behalf of the City of Pittsburgh, are hereby authorized to enter into an Agreement or Agreements, or use of existing Agreements and/or a Contract or Contracts, or use of existing Contracts, and for the purchase of materials, supplies, equipment, insurance, and/or services for the G-20 Conference held in Pittsburgh the week of September 21-25, 2009. Cost not to exceed Sixteen Million Dollars ($16,000,000.00) Twelve Million, Fifty Three Thousand and Eight Hundred and Forty Eight Dollars ($12,053,848.71). The total cost shall be chargeable to and payable from Fund 5100, Organization 210000, Subclass PGHPR, Project/Grant #GXX2009, Budget Year 2009 in the Department of Public Safety.
 
Section 3.       It is hereby acknowledged that Pittsburgh City Code Sections 161.02(a)(1), 161.02A(c)(1), and 161.28 permit exceptions to applicable competitive processes should an emergency arise. Additionally, pursuant to 35 Pa.C.S.A. ยง 7501 et seq. of the Emergency Management Services Code, to the extent that a disaster emergency is declared by either the Governor of the Commonwealth of Pennsylvania or by the Mayor as ratified by this body, the City of Pittsburgh is hereby authorized to forego standard bidding, procurement, and other legal formalities and requirements including those pertaining to the performance of public work, entering into contracts, the incurring of obligations, rental of equipment, and the purchase of supplies and materials.
