WHEREAS, in 1989, the Rosedale-Tioga community was known as one of the highest crime areas in the city of Pittsburgh. Rosedale Block Cluster (RBC) was created and organized to address many of the issues that faced their community; and
WHEREAS, this organization is comprised of community members, faith based institutions, philanthropic organizations, and government authorities. With the help of all parties involved, in 1991 RBC was incorporated and subsequently received 501(c)(3) approval; and
WHEREAS, in 1992, RBC partnered with several supporters that provided over a half a million dollars within eighteen months for RBC to purchase an official place of business which allows the organization to be more efficient; and
WHEREAS, Rosedale Block Cluster has grown into a strong organization that sponsors many community oriented programs. RBC offers programs that address early childhood and elderly education; and
WHEREAS, in 2008 the HOPE Fund Grant was created to serve as a funding resource for non-profit organizations that provide services to residents of the 9th Council District. In 2009, with all of their hard work and dedication, the Rosedale Block Cluster was awarded a HOPE Fund Grant.

Now, Therefore, be it resolved that the Council of the City of Pittsburgh does hereby recognize the history and achievements of the Rosedale Block Cluster; and
Be It Further Resolved, that the Council of the City of Pittsburgh does hereby proclaim Tuesday, March 22nd to be designated "Rosedale Block Cluster" day in the City of Pittsburgh.
