Title

Body
Providing for the execution of grant contracts and for the filing of requisitions and other data; providing authorization for the Workforce Investment Board and the City of Pittsburgh to enter into agreements authorized by the Workforce Investment Act of 1998 (WIA) and/or the Joint Jobs Initiative Program Employment Advancement and Retention Network (EARN) and/or the ARRA TANF Pennsylvania Way to Work Program (WTW), as amended;
 
Providing for required assurances; providing for execution of payment vouchers and of certification of authorized signatures; providing for a contract or contracts with various agencies/employers for services and programs related to training and employment for Workforce Investment Act of 1998 (WIA) and/or the Joint Jobs Initiative Program Employment Advancement and Retention Network (EARN) and/or the ARRA TANF Pennsylvania Way to Work Program (WTW) and providing for the deposit of funds into a bank account" by increasing the amount available by $3,565,423.
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.      That Resolution No. 439 of 2010, Section 11, which currently reads as follows:
 
"SECTION 11. The Mayor and the Director of the Department of Personnel and Civil Service Commission, on behalf of the City of Pittsburgh, are hereby authorized to enter into an agreement or agreements with private-for-profit businesses, non-profit organizations and various agencies to provide various services including, but not limited to coordination, recruitment, outreach, assessment, support services, pre-vocational and/or vocational training, job search assistance, job counseling, remedial education, basic skills training, institutional skills training, on-the-job training, school-to-work transition activities, welfare-to-work, literacy training, work experience, vocational exploration, job development, pre-apprenticeship programs, disseminating information on program activities, CareerLink Centers support follow-up services, program evaluations, and financial and personal counseling, for qualified adult dislocated workers and youth and effectuation of grievance procedures and to provide payment for the costs thereof in order to support, implement, and administer the Workforce Investment Act of 1998 (WIA) and/or the Joint Jobs Initiative Program Employment Advancement and Retention Network (EARN) and/or the ARRA TANF Pennsylvania Way to Work Program (WTW).
                    Said agreement or agreements shall be in a form approved by the City Solicitor and shall contain such terms and conditions as said Solicitor may require.  The total amount payable under said agreement or agreements shall not exceed Twelve Million Six Hundred Fifty Two Thousand Fifty-Eight ($12,652,058) Dollars, chargeable to and payable from the JTPA/WIA Trust Fund, Fund 2300, Account 566000, Organization 109600, Sub-Class 600, Budget Year 2010.  The total amount consists of Workforce Investment Act of 1998 (WIA) funding in the amount of Four Million One Hundred Sixty Thousand Five Hundred Thirty- Four ($4,160,534), Joint Jobs Initiative Program Employment Advancement and Retention Network (EARN) funding in the amount of Seven Million One Hundred Fifty-Eight Thousand Nine Hundred Thirty-One ($7,158,931), and ARRA TANF Pennsylvania Way to Work (WTW) funding in the amount of One Million Three Hundred Thirty Two Thousand Five Hundred Ninety-Three ($1,332,593)"
 
Is hereby amended to read:

                    Said agreement or agreements shall be in a form approved by the City Solicitor and shall contain such terms and conditions as said Solicitor may require.  The total amount payable under said agreement or agreements shall not exceed Sixteen Million Two Hundred Seventeen Thousand Four Hundred Eight-One ($16,217,481) Dollars, chargeable to and payable from the JTPA/WIA Trust Fund, Fund 2300, Account 566000, Organization 109600, Sub-Class 600, Budget Year 2010.  The total amount consists of Workforce Investment Act of 1998 (WIA) funding in the amount of Five Million One Hundred Thirty Eight Thousand Four Hundred Fifty-Seven ($5,138,457), Joint Jobs Initiative Program Employment Advancement and Retention Network (EARN) funding in the amount of Eight Million Six Hundred Fifty Eight Thousand Nine Hundred Thirty-One ($8,658,931), and ARRA TANF Pennsylvania Way to Work (WTW) funding in the amount of Two Million Four Hundred Twenty Thousand Ninety-Three ($2,420,093).
