Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:
 
 
Section 1. The Allegheny County Board of Election is hereby directed to place before the qualified voters of the City of Pittsburgh a referendum question at the 2011 May Primary Election: "Shall the Pittsburgh Home Rule Charter, Article Five, Budget and Fiscal Matters, be amended by amending Sections 203 - Election and Term of the Mayor and 304 - Terms of Council Members?":
 
"Section 203. Election and Term of the Mayor. The Mayor shall be chosen by the qualified electors of the City at the municipal election, and shall serve for a term of four years from the first Monday of January following election until a successor is elected and qualified. The Mayor shall not be a candidate for nomination or election to more than one City office at the same time."
 
"Section 304. Terms. Terms of Council Members. Council members shall serve for a term of four years from the first Monday of January following their election. Terms of Council shall be staggered so that four are elected at the same time as the mayor. A City Council member shall not be a candidate for nomination or election to any elected political office other than that of City Council without having first resigned from City Council.
 
These amendments shall take affect on January 1, 2012.
