Title: NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby recognize and commend Scott Winterbauer for his leadership and hard work and congratulates Scott on earning the highest Boy Scout honor, the Eagle Scout Award.

WHEREAS, the mission of the Boy Scouts of America is to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Law so that they can become responsible, participating citizens ; and,

WHEREAS, the Eagle Scout designation for the Boy Scouts of America is the highest advancement in Scouting and one in which a Boy Scout must fulfill requirements in the areas of leadership, service and outdoor skills ; and,

WHEREAS, to advance to the Eagle Scout rank, a Boy Scout must pass specific tests that are organized by requirements and merit badges, signifying mastery of skills of personal interest in 21 of the 120 available merit badges ; and,

WHEREAS, Scott Winterbauer of Troop 111, having completed all requirements and having been examined by an Eagle Scout Board of Review, was awarded the rank of Eagle Scout on Sunday , October 3, 2010, at the BPO Elks Lodge #11; and,

WHEREAS Scott Winterbauer, Assistant Senior Patrol Leader for Troop 1111 and Assistant Senior Patrol Leader for Boy Scout Jamboree Troop 448, was inducted into the prestigious Order of the Arrow and has been a Merit Badge Counselor at the Heritage Reservation Boy Scout Camp. His Eagle Scout Project was the removal of diseased Dutch Elm trees at the nature trail at Community College of Allegheny County, South Campus, where he cleared a 50x33 foot area of diseased trees and then planted 25 Norwegian Spruce saplings, protecting each new tree from wind and animals with tomato cages ; and,

WHEREAS, Scott is a senior at West Mifflin Area High School and has been a member of the West Mifflin Titan Marching Band for four years, a member of the Tennis Team and a performer in the high school musicals for 3 years. Scott will attend Clairon University after high school graduation.
