Be it resolved by the Council of the City of Pittsburgh as follows:      
 
Section 1.      The Pittsburgh Code, Title Four - Public Places and Property, Article VII - City Realty, Chapter 451- Leases, Section 451.01 - Authority, Term and Assignment, is hereby supplemented by adding paragraph (d), as follows:
 
 
ยง 451.01  AUTHORITY, TERM AND ASSIGNMENT.
 
(a)   The Director of Finance shall have authority to execute in the name of the City written leases for real estate owned or controlled by the City on a month to month basis and notice thereof shall be given to the City Clerk.
 
(b)   Leases for any longer term may not be executed without express authority of Council.  No lease shall be executed unless the lessee agrees to release the City from all liability in connection therewith and to indemnify the City from any loss which the City may suffer due to the lease.
 
(c)   No lease shall be transferred or assigned without the express written consent of the City and a violation of this provision shall result in automatic cancellation of the lease and of any rights of the lessee thereunder.
 
(d)  Notwithstanding the requirements of paragraphs (b) and (c) above, leases of realty owned by the Public Parking Authority of Pittsburgh which are joined in by the City because of the City's reversionary interest in such realty shall contain such provisions concerning indemnification and assignment as Council shall approve.
