Resolution authorizing the Mayor and the Director of the Department of Finance to enter into an agreement with the School District of Pittsburgh and Franklin Street Development, LLC ("Franklin"), to assign, transfer, sell and convey to Franklin City and School District tax liens on a parcel of real property located in the 21st Ward of the City of Pittsburgh at 1836 Oxline Street.

Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.  The Mayor and the Director of the Department of Finance, on behalf of the City of Pittsburgh, are hereby authorized to enter into an agreement or agreements, in form approved by the City Solicitor, with the School District of Pittsburgh and Franklin Street Development, LLC ("Franklin"), a Pennsylvania limited liability company, to assign, transfer, sell and convey to Franklin, for full value and without discount, City and School District real property tax liens on a certain parcel of real property located in the 21st Ward, commonly known and referred to as 1836 Oxline Street, Block and Lot No. 21-S-3, which property is currently owned by Mr. Alvin Stein, so that Franklin may initiate Sheriff's Sale proceedings pursuant to the Municipal Claim and Tax Lien Law with the intent of acquiring title to the property, for the purpose of remediating any environmental deficiencies and so that the property may continue to be used for warehousing and storage.
