WHEREAS, Pennsylvania Title 37, Part IV Municipal Police Officers' Education and Training Commission, Subpart B Retired Law Enforcement Identification and Qualification, Chapter 221 Retired Law Enforcement Officers Identification and Qualification Cards (37 Pa. Code Ch. 221), under the Retired Law Enforcement Identification Act, 53 P.S. Section 753.1 et seq. and the corresponding regulations of the Municipal Police Officers' Education and Training Commission, 37 Pa. Code Ch. 221 (Subchapters B and C) (collectively, the “Act”), provides for municipalities to qualify the eligibility, requirements (including testing, etc.), contents, issuance, and replacement of identification and qualification cards for retired Pennsylvania law enforcement officers, including the certification to carry concealed firearms, applying rules and regulations and manner of certification (including re-certification, the “Certification”); and

WHEREAS, the Fraternal Order of Police, Fort Pitt Lodge #1, requests that retired officers from the Pittsburgh Bureau of Police be afforded the Certification offered under the Act;

Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. Authorizing the Chief of Police to use the City's Firing Range and Training Academy classrooms and other resources to certify, including to carry concealed firearms, retired City of Pittsburgh police officers under 37 Pa. Code Ch. 221.

With the following additional provisions, the Council of the City of Pittsburgh does hereby authorize the City of Pittsburgh Bureau of Police to begin offering identification and qualification certification to retired officers as described in the Act:
