Resolution providing for an Agreement or Agreements with the Carnegie Library of Pittsburgh for a grant of City capital funds for operational/administrative expenses, maintenance, purchase of equipment and/or rehabilitation of neighborhood library facilities for the benefit of residents of the City of Pittsburgh at a cost not to exceed $640,000.00.

Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.      The Mayor and the Director of the Department of Finance of the City of Pittsburgh are hereby authorized to enter into an Agreement or Agreements, in a form approved by the City Solicitor, with the Carnegie Library of Pittsburgh for a grant of City capital funds in an amount not to exceed $640,000 payable from the 2010 Capital Budget: Organization Code: 102000, Project/Grant #: 2267394, Account 000000, Fund: 6100, Subclass: PGHPR, Budget Year: 2010
 
The agreement shall be executed within 30 days of the passage of this legislation.  
 
As a condition of funding, the City Council shall require that all neighborhood branch libraries within the City of Pittsburgh remain open, and the Carnegie Library shall work with the City, the Regional Asset District Board, the State Legislature, local foundations and neighborhood community organizations to plan alternative funding to develop a permanent revenue stream as well as shared services plan to support the neighborhood branch system.
 
As a second condition of funding, an Administrative employee of the Carnegie Library is required to attend the Carnegie Library Oversight Committee of Citizens (CLOCC) meetings to provide a status report, in a public forum, of the operating and capital budget line items of the Carnegie Library and pending initiatives designed to provide permanent funding solutions.
