Whereas, the Mount Washington Community Development Corporation ("MWCDC"), a non-profit a 501c3 organization with a mission to cultivate growth, development and community investment was established in 1990; and

Whereas, the MWCDC, along with grassroots leaders, spearheaded the establishment of a fifth regional park beginning in 2003; and

Whereas, the Grandview Scenic Byway Park (the "Park") was unanimously created by City Council Resolution (Enactment No. 782) on December 13th, 2005, which legislation was signed by the Mayor on December 29th, 2005; and

Whereas, additional parcels of land have been (and will continue to be) added to this Park that currently measures 235 acres; and

Whereas, the Mayor proclaimed this Park to be Pittsburgh's Newest Regional Park in April 2007, making it the only regional park south of Pittsburgh's majestic rivers; and

Whereas, the Park currently provides multiple playing fields, viewing areas, basketball courts, playgrounds, and is planned to provide 19 miles of public multi-modal trails acting as a spur to large regional trails like the Great Allegheny Passage; and

Whereas, the City and the MWCDC entered into a Cooperation Agreement to act as co-stewards of the Grandview Scenic Byway Park on April 23rd, 2007; and

Whereas, beginning in January 2009, the MWCDC, along with the Department of City Parks, organized a Park Naming Committee made up of community members, city officials, and non-profit partner organizations; and

Whereas, a Naming Contest was held with the assistance of VisitPittsburgh between June and August 2009 to determine the best name for the Park; and

Whereas, the largest vote winner of this contest was "Emerald View Park"; and

Whereas, the City now seeks to officially rename the Park, "Emerald View Park" subject to the orig...
