Title: NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby congratulate Amen Corner for recognizing Raymond L. Billotte with their Special Recognition Award for his outstanding career and accomplishments in the field of law and justice; and, BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare Thursday, May 7, 2009, to be “ RAYMOND L. WHEREAS, the Amen Corner is a prestigious organization which has been a Pittsburgh tradition since 1870 and whose purpose is to encourage camaraderie, fraternity and relationships amongst people of all walks of life; and,

WHEREAS, the Amen Corner has been honoring members of the Judiciary of Allegheny County and the Commonwealth of Pennsylvania for 50 years and members of the Allegheny County Bar for the last several years , and this year singles out for special recognition the District Court Administrator of the 5th Judicial District of Pennsylvania; and,

WHEREAS, this year, Amen Corner will honor Raymond L. Billotte with a Special Recognition Award for his years of outstanding administrative service to the Courts; and,

WHEREAS, Ray Billotte holds a Master of Public Administration from Carnegie Mellon University's H. John Heinz III School of Public Policy and Management and is a Graduate Fellow of the Institute for Court Management's Court Executive Development Program. He wass appointed to the position of District Court Administrator of the 5th Judicial District of PA, serving Allegheny County, in 1996 ; and,

WHEREAS, As the Court's Chief Administrative and Operating Officer, Ray Billotte is responsible for the fiscal management , personnel administration, information technology development, jury management, space and facilities management and is the Court's primary spokesperson for the dissemination of information covering court operations. He has been responsible for several successful court initiatives including the formation of the first comprehensive Criminal Justice Advisory Board, increasing diversity in the District's Jury System, designing and implementing programs to improve management and timeliness of criminal cases, enhancing public access and information regarding court operations through the use of technology and headed collaborative solutions to systemic problems with the many independent criminal justice agencies in Allegh...
