Title
Ordinance supplementing Pittsburgh City Code, Title I, Administrative, Article III:  Organization, Chapter 121, Department of Finance, by adding Section 121.02 (i), Fleet Management Systems.

Whereas, GPS fleet tracking systems reduce fuel costs, eliminating wasteful idling, speeding, and unauthorized vehicle usage, and route optimization.
Whereas, GPS fleet tracking systems greatly improve worker productivity
 
Whereas, GPS fleet tracking systems make vehicle fleets greener and reduces their carbon footprint by eliminating inefficient driving and wasteful idling.
Whereas, GPS fleet tracking systems improve response times.
 
Whereas, GPS fleet tracking systems maximize fleet efficiency and worker productivity.
 
BE IT RESOLVED THAT THE COUNCIL OF THE CITY OF PITTSBURGH HEREBY ENACTS AS FOLLOWS:
 
SECTION 1.   The Pittsburgh City Code, Title I, Administrative, Article III:  Organization, is hereby supplemented by adding Section 160.02 (i), Fleet Management Systems
 
Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:
 
CHAPTER 121:  DEPARTMENT OF FINANCE
ยง 121.02 POWERS AND DUTIES OF DIRECTOR OF FINANCE.
(i)      The Director of Finance shall implement a fleet managing system including electronic tracking devices such as Global Positioning Satellite Systems (GPS).  The GPS tracking devices shall be installed on every vehicle owned by the City of Pittsburgh, except that vehicles assigned to the following employees shall be exempt from this subsection:
a.      Mayor;
b.      Directors of Operations and Public Safety;
c.      Public Safety Bureau Chiefs;
d.      Non-uniformed Public Safety Vehicles and critical incident response vehicles such as SWAT.
e.      Vehicles assigned to Emergency Management Agency employees.
 
SECTION 2.  The fleet management system shall be implemented by no later than June 30, 2012.
