Resolution authorizing the Mayor and the Directors of Public Safety and City Planning to enter into an agreement or agreements or contract or contracts with the Pittsburgh Community Services Inc. and One Vision, One Life Inc. University of Pittsburgh and Professor David Kennedy for the purpose of designing and implementing the Pittsburgh Initiative to Reduce Crime, at a cost not to exceed $200,000.
 
BODY
Whereas, the City has resolved to reduce violence in the City of Pittsburgh; and
 
Whereas, the City must reduce gun-related violence within its borders; and
 
Whereas, the City is desirous of modeling its' crime prevention programs after national best practices; and
 
Whereas, Professor David Kennedy of John Jay College in New York, one of the chief strategists for the Boston Strategy to Reduce Gun Violence, which has been replicated successfully various cities throughout the country and in cities in other countries, has agreed to work with the University of Pittsburgh to design and implement such a plan here; and
 
Whereas, it is in the best interest of the City to dramatically reduce its violent crime.
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.      The Mayor and the Directors of Public Safety and City Planning are hereby authorized and directed to enter into an agreement or agreements or contract or contracts, in a form approved by the City Solicitor, with the Pittsburgh Community Services Inc. for $125,000 and One Vision, One Life Inc. for $75,000 University of Pittsburgh and Professor David Kennedy for the purpose of designing and implementing the Pittsburgh Initiative to Reduce Crime.
 
The Controller is hereby authorized and directed to encumber the funds for the agreement or contract upon execution of said agreement(s) or contract(s). The total amount of said agreement(s) or contract(s) shall not exceed two hundred thousand dollars ($200,000.00), chargeable to and payable from the following: organization 210000, subclass 150, account 526100, fund 1000, budget year 2010.
 
Section 2.  Representative(s) from PIRC shall, on the last Monday of every third month starting July 26, 2010, deliver a written report to the City Clerk to be distributed to all members of City Council that shall detail the following:
 
1.      Data regarding comparison of homicide levels city-wide;
2.      Level of service activity, including request for services;
3.      Description of activities of PIRC during the preceding period;
4.      Description of anticipated activities of PIRC for the succeeding period;
5.      A line-itemed account of expended City funds in the A preceding period;
6.      A line- itemed account of anticipated expenditures of City funds for the succeeding period;
 
 
Section 3. To the extent that a report is not delivered on any particular date required in Section 2 of this Resolution, the City Clerk shall provide written notice to the Mayor and the PIRC Administrator of this omission.  The PIRC Administrator shall have the right to cure such default by providing the applicable past due report to the City Clerk for distribution to all Council members within five (5) business days of the date on the notice.  In the event that the overdue report is still not provided, City Council shall determine whether or not to amend this Resolution to immediately reduce the available funding in Section 1 to the extent that there is unperformed work remaining for one or both agreements/contracts.  
 
Section 4. The City Solicitor shall ensure that the agreements/contracts authorized hereunder include provisions to provide for: 1) notice of the contents of this Resolution and 2) timely termination of the agreements/contracts in the event that the PIRC administrator fails to submit a report described in Section 2 of this Resolution and such default is not timely cured per Section 3 of this Resolution.
