Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.      The Mayor and the Chief of the City's Bureau of Emergency Medical Services ("EMS"), on behalf of the City of Pittsburgh, are hereby authorized to enter into an agreement or agreements, in form approved by the City Solicitor, with the law firm of Kelly Hayden, LLC, 525 William Penn Place, Suite 3125, Pittsburgh, PA 15219, for EMS to join as a named class representative, together with the Ambulance Association of Pennsylvania and various other providers of life-saving emergency care and ambulance services throughout the Commonwealth of Pennsylvania, in filing a class action in the United States District Court for the Western District of Pennsylvania against various defendants, including, but not limited to, health insurance companies, health maintenance organizations and/or managed care organizations, in an attempt to compel said defendants to issue payments directly to EMS and other providers of such services, rather than to enrollees, and to collect damages for past payment practices, at a cost not to exceed five thousand dollars ($5,000.00), chargeable to and payable from Fund 1000, Organization 220000, Account 526200, Sub Class 150, Budget Year 2010.
