Title
Ordinance supplementing the Pittsburgh Code of Ordinances, Title One, Administrative, Article Three, Organization, Chapter 121 by adding new language.
 
Body
 
Whereas, it is a benefit to the residents of the City of Pittsburgh to understand on a resident-by-resident basis, the cost of Public Safety, Public Works, Land Use Planning and other vital services provided to them; and
 
Whereas, currently, the City does not report this information in such a format; and
 
Whereas, there are tens of thousands of residents in the City who, while benefiting from the extensive services provided by the City, do not understand the costs of those services to the rest of the City's residents; and
 
Whereas, the time has come for all those who live in the City to have an interest in ensuring that the services relied upon by all those who live in the City aren't financed by only some portion of those residents.
 
The Council of the City of Pittsburgh hereby enacts as follows:
 
Section 1.      The Pittsburgh Code of Ordinances, Title One, Administrative, Article Three, Organization, Chapter 121, Section 121.02 is hereby supplemented as follows:
 
(i) The Director of Finance shall, by no later than December 31 of each year, prepare and submit to City Council and the Mayor, a report detailing the following:
 
1.      All services provided and/or delivered by the City, by administrative unit, department or agency and the costs associated with the provision and/or delivery of those services;
2.      The total cost, per resident, of all such services provided;
3.      The source(s) of revenues used to provide said services.
