Title
Ordinance amending and supplementing the Pittsburgh Code, Title Five - Traffic, Article VII - Parking, Chapter 541: General Parking Regulations, Section 541.08, Public Parking Authority of Pittsburgh, by adding language to require the Public Parking Authority to obtain legislative approval from Council prior to the issuance of a Request for Proposal for the sale or lease of any assets.

Body

WHEREAS, for over half a century the Council of the City of Pittsburgh has recognized parking as a public good and created a municipal authority to regulate the supply of public parking; and

WHEREAS, the parking assets owned by the Pittsburgh Parking Authority are the assets of the citizens of Pittsburgh; and

WHEREAS, the Council of the City of Pittsburgh has approved an agreement establishing a cooperative relationship with the Pittsburgh Parking Authority; and

WHEREAS, any firm responding to a request for proposals to purchase or lease the parking assets belonging to the citizens of Pittsburgh and regulated by the Council of the City of Pittsburgh should know in advance whether or not the Council of the City of Pittsburgh supports the leasing of the assets and will cooperate in the raising of parking rates; and

WHEREAS, the Board of the Parking Authority has established a sub-committee consisting of only one voting board member to represent the Authority's interest in this matter; and

WHEREAS, the citizens of Pittsburgh deserve accountability in a matter as significant as the sale or lease of public assets,

The Council of the City of Pittsburgh hereby enacts as follows:

Section 1. The Pittsburgh Code, Title Five, Traffic, Article VII, Parking, and Chapter 541: General Parking Regulation, Section 541.08, Public Parking Authority of Pittsburgh, is hereby amended and supplemented as follows:
