Title
Ordinance temporarily suspending applicable City of Pittsburgh Zoning Code requirements to allow temporary event signage in designated locations in connection with the G20 Summit.  
 
Body
WHEREAS, the City is the host city for the G20 Summit (hereinafter "G20 Event"), a forum for the discussion of international finance issues, to be held September 24-25, 2009, at the David Lawrence Convention Center and other venues throughout the City; and
 
WHEREAS, this large-scale civic and international event will attract many visitors to the Pittsburgh region and will provide an outlet for the City to showcase its many unique assets to both these guests and to television viewers on a national and international scale; and
 
WHEREAS, the G20 Event also provides opportunities for the City to enhance future business development and tourism; and
 
WHEREAS, City Council has held a public hearing regarding the issue of permitting this temporary suspension of applicable zoning provisions per the requirements of the City of Pittsburgh Home Rule Charter.
 
WHEREAS, City Council now wishes to amend existing zoning regulations to facilitate public awareness of the G2O Event by permitting temporary event signs in commercial zoning districts during a specified period.  
 
Be it resolved by the Council of the City of Pittsburgh as follows:
 
Section 1.      
 
A.      For the purposes of this temporary Ordinance only, the following words and phrases shall have the meanings ascribed to them in this Section:
 
1.      2009 G20 Event Activity Period:  The provisions of this Ordinance shall generally apply to activities authorized hereunder during the period beginning on 12:01 a.m. on  Tuesday, September 15, 2009, and ending at 6:00 p.m. on Monday, September 27, 2009.
 
2.      Temporary Event Signage:  Temporary signage relating to a special event being held in the City of Pittsburgh during the G20 Event Activity Period.  
 
B.      During the G20 Activity Period, the City will permit Temporary Event Signage to be hung in commercially based zoning districts subject to the following conditions:  
 
1.       Notice of the placement of any subject Temporary Event Signage shall be filed with the City of Pittsburgh Zoning Administrator.  Such notice shall include written permission for such signage placement from the subject property owner(s);
 
2.      Any sponsorship logos or trademarks included on a Temporary Event Sign shall not cover more than 15 (fifteen) percent of the sign face;
 
3.      Temporary Event Signs shall not contain any flashing text or graphics;
 
4.       Temporary Event Signs shall not contain any animation or changing of visual components; and
 
5.       Although the Temporary Event Signs permitted in this Section are exempt from zoning approval requirements; the posting of all such signs shall still require building permits for installation if otherwise required in the Pittsburgh City Code.  
 
C.      Sunset Provision.   This Ordinance shall be revoked in its entirety and all of its provisions shall cease to apply as of 6 p.m. on Monday, September 27, 2009.
