Title: NOW THEREFORE, BE IT RESOLVED that the Council of the City of Pittsburgh recognizes and concurs in the need for a Multi-municipal Comprehensive Plan for the above named municipalities and agrees to participate in the preparation of such a plan; NOW THEREFORE, BE IT FURTHER RESOLVED that the Council of the City of Pittsburgh Authorizes the preparation of grant applications on behalf of the cooperating municipalities to raise funds to support the development of the Multi-municipal Comprehensive Plan and Pledges to share in project costs in accord with a mutually agreed project budget and cost sharing, pending review and consideration by all participating municipalities.

WHEREAS, the municipalities of Pittsburgh, Baldwin, Brentwood, Whitehall, Jefferson Hills, Pleasant Hills, West Mifflin, and West Elizabeth have discussed the potential for increased effectiveness and efficiencies to be achieved by greater inter-municipal cooperation through the preparation of a multi-municipal comprehensive plan; and
 
WHEREAS, these municipalities share many issues due to their geographic location in the south hill region of Allegheny County and abutting Route 51, a major inter-regional highway; and
 
WHEREAS, these issues include traffic congestion, highway safety, the need for access management to land uses abutting the highway, storm water management and the need to retain the vitality of each municipality through redevelopment and preservation of housing and job producing enterprises internal to each municipality; and
 
WHEREAS, the Commonwealth of Pennsylvania has authorized municipalities to prepare a multi-municipal comprehensive plan and provided incentive to do so as contained in the Pennsylvania Municipalities Planning Code (MPC) (Act of 1968, P. L. 805, No. 247 as reenacted and amended); and
 
WHEREAS, it is recognized that at lease one elected official of the municipality will need to attend two, two hour workshops as a condition for Local Government Academy (LGA) funding and that collectively the participating municipalities will supply a minimum of 10% of the project cost;
