Title: THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does, hereby, commend these groups for having the vision and fore-thought to work together to preserve and improve their unique neighborhood of Oakland. NOW, THEREFORE BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh, does, hereby, pledge its full support to these six organizations as they work toward achieving their common vision to solidify Oakland's role as a premier neighborhood adjacent to and, in equal value with, the regional institutional core.

WHEREAS, Oakland is a collection of coordinated community groups delivering essential services that contribute to a thriving neighborhood and support one another and one another's programs and activities, in a mutually beneficial collaborative, that advances the well being of Oakland, as a whole, and each of these groups as a part of this whole; and
WHEREAS, these groups are Oakland Planning and Development Corporation whose mission is to engage in planning and development activities that contribute to the vitality of Oakland; the Oakland Business Improvement District is dedicated to improving the cleanliness, appearance and perception of safety in Oakland; Peoples Oakland which provides powerful recovery and wellness programs; the Oakland Transportation Management Association whose roles is to communicate the public sector position, while bringing the message of the community back, to the transportation decision-makers; Community Human Services which provides social, recreational, health, housing and youth services; and the Oakland Community Council engages in community outreach and advocacy through neighborhood meetings; and
WHEREAS, Oakland is commonly known for its institutions and employment centers, but, Oakland is also a collection of diverse neighborhoods with many needs; these six groups realize that maintaining the quality of their neighborhoods is vital to Oakland's success and integration and have pledged to support the Oakland Community Creed toward realizing their shared vision of Oakland's role as a premier neighborhood adjacent to and, in equal value with, the regional institutional core; and
WHEREAS, recently, these groups formed an innovative partnership and developed The Neighborhood Partnership Program through funding by the Pennsylvania Department of Community and Economic Development, to deliver essential services, to strengthen the neighborhood fabric and work toward this shared vision; and
WHEREAS, the Neighborhood Partnership Program awarded State tax credits to three long-time, major funders of the Oakland area, PNC Bank, UPMC Health Plan and Dollar Bank, who have pledged continued support of the community through 2013; and
WHEREAS, the NPP funds over fifty programs addressing employment, housing, mental health and wellness, code enforcement, exercise and healthy eating and community well-being.
