Title
Resolution authorizing the Department of City Planning to submit an Application for Financial Assistance in the amount of $300,000 to the Commonwealth of Pennsylvania Department of Community and Economic Development's Land Use Technical Assistance Program.

Body
Whereas, Act 238 of 2004, “The Transit Revitalization Investment District Act” authorizes public transportation agencies in the Commonwealth to work cooperatively with local governments, the private sector and the National Railroad Passenger Corporation to create and designate Transit Revitalization Investment Districts (TRIDs); and

Whereas, the intent of a designated TRID is to promote local, county and regional economic development and revitalization activities through private sector investment, reinvestment and joint development activities in conjunction with public transportation improvements; and

Whereas, prior to the designation of a TRID, the City is required by the Act to conduct a planning study for each such district contemplated; and

Whereas, the Department of Community and Economic Development (“DCED”), through the Land Use Technical Assistance Program (“LUTAP”), gives priority consideration for financial assistance to municipalities undertaking TRID planning studies; and

Whereas, the Department of City Planning wishes to undertake TRID planning studies in the South Hills Junction, Beechview, East Liberty and Homewood South/North Point Breeze transit corridors; and

Whereas, the City of Pittsburgh is desirous of obtaining matching funds from the Commonwealth of Pennsylvania Department of Community and Economic Development for this purpose.

Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. The Council of the City of Pittsburgh hereby authorizes and directs the Director of City Planning to file an Application for Assistance with DCED/LUTAP pursuant to the requirements of the TRID Act for the planning studies for the South Hills Junctio...
