Title
Resolution authorizing the Mayor and the Director of the Department of Finance to enter into a Cooperation Agreement or Agreements with Allegheny County providing that in exchange for a payment of One Million Dollars from the City, the County will take over long-term operation, maintenance, and project responsibilities for the Municipal Courts Building upon its sale to the Commonwealth of Pennsylvania.

WHEREAS, the Commonwealth of Pennsylvania ("the "Commonwealth") has offered to purchase the Municipal Courts Building and Jail Connection from the City for a sum of Nine Million Dollars ($9,000,000.00), and the City has accepted this offer; and
WHEREAS, the Commonwealth's purchase is contingent, in part, upon another entity assuming complete and continuing responsibility for the operation and maintenance of the MCB, and Jail Connection, including ongoing renewal and replacement projects (the "projects"); and
WHEREAS, the County has agreed to sublease the MCB and Jail Connection from the Commonwealth and to assume such long-term operation, maintenance, and project responsibilities in exchange for a one-time payment of One Million Dollars ($1,000,000.00) from the City.
WHEREAS, the City and County now desire to enter into a Cooperation Agreement, to be consented to by the Commonwealth, which shall set forth the understanding of the parties regarding these transfers of responsibility relating to the MCB.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor and the Director of the Department of Finance are hereby authorized to enter into a Cooperation Agreement or Agreements with Allegheny County providing that that in exchange for a payment of One Million Dollars from the City, the County will take over long-term operation, maintenance, and project responsibilities for the Municipal Courts Building upon its sale to the Commonwealth of Pennsylvania. Such monies paid to the County shall be from the proceeds generated from the sale and shall be transferred from the City of Pittsburgh capital project fund.
The Cooperation Agreement shall also document the planned sublease between the County and the City for currently-used City space in the MCB. The Cooperation Agreement or Agreements shall be approved by the City Solicitor as to form and substance.
