Title
Resolution authorizing the Mayor and the Directors of the Departments of Public Works, Finance and Parks and Recreation to enter into a Lease Agreement with C R JRS CHIP, Inc. dba The First Tee of Pittsburgh for the Bob O'Connor Golf Course at Schenley Park.

Body
WHEREAS, the City recently ended a long-term lease with Carnegie Mellon University ("CMU") (through the Schenley Golf Operating Corporation) for lease and management of the City-owned Schenley Park Golf Course (the "Golf Course") (which has since been renamed the Bob O'Connor Golf Course at Schenley Park); and

WHEREAS, The First Tee of Pittsburgh ("TFTP") has provided programming to City youth for many years at the Golf Course during CMU's tenancy and now wishes to lease and operate the Golf Course; and

WHEREAS, the City has agreed to lease the Golf Course to TFTP for four years with both parties providing financial contributions to provide necessary capital improvements, maintenance, and operation funding; and

WHEREAS, specifically, the City has, contingent upon necessary annual appropriations, offered to contribute the following amounts to assist with the operation of the Golf Course, which amounts TFTP will match in addition to providing all annual supplementary funding required to cover any operation and/or maintenance deficits:

Year 1 (2007): $160,000
Year 2 (2008): $160,000
Year 3 and 4: an amount to be mutually determined by the parties during the Lease Term, but not to exceed $160,000 per year.

WHEREAS, TFTP and the City of Pittsburgh now wish to enter into a Lease Agreement to facilitate this purpose.

Be it resolved by the Council of the City of Pittsburgh of Pittsburgh as follows:

Section 1. The Mayor and the Directors of the Departments of Public Works, Finance, and Parks and Recreation are hereby authorized to enter into a Lease Agreement for the period of four (4) years, 2007 through 2010, commencing January 1...
