Title
Resolution authorizing the Mayor and the Director of the Department of Finance to enter into a license agreement with the Borough of Blawnox and the Pittsburgh Water and Sewer Authority granting to the Borough of Blawnox a revocable non-exclusive license to enter upon property owned by the City within the Borough of Blawnox, at the corner of Freeport Road and Lewis Avenue, on a parcel designated in the Deed Registry of Allegheny County as Block/Lot 292-G-236, and to construct, maintain, repair, renew and finally remove a Portal at the entrance to the Borough.

WHEREAS, the City owns a parcel of real estate consisting of 26950 square feet, more or less, located in the Borough of Blawnox, Allegheny County, Pennsylvania, located at the corner of Freeport Road and Lewis Avenue, being identified in the Deed Registry of Allegheny County as Block/Lot 292-G-236 (the "Premises"); and
WHEREAS, the PWSA through a (i) Cooperative Agreement dated January 1, 1995, by and between the PWSA and the City and (ii) a Capital Lease dated July 15, 1995, by and between the PWSA and the City, has a proprietary interest in and to the Premises and certain water facilities located on and/or under the Premises; and
WHEREAS, the Borough of Blawnox desires to create a "portal area" consisting of grass, shrubs, flowers, custom signage, a fountain, and sculpture (collectively, the "Portal Development") on the Premises in the area (the "Portal Area") that is specifically identified in the sketch that is attached hereto as Exhibit A and which is made part hereof; and
WHEREAS, by Resolution of the Board of Directors, numbered 85 of 2006, PWSA has consented to the grant of a license as herein described; and
WHEREAS, by Resolution numbered 2002-05, the Council of the Borough of Blawnox has authorized the Borough to enter into such a license agreement as herein described:
