Title: NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby commend the work of the Pittsburgh Chapter NOBLE in ensuring equity inn the administration of justice and congratulates all the winners of this years NOBLE excellence awards.

WHEREAS, on Saturday, October 22, 2005 the Pittsburgh Chapter of N.O.B.L.E. (National Organization of Black Law Enforcement) will host its Annual William H. Moore Awards and Scholarship banquet; and
 
WHEREAS, the N.O.B.L.E. banquet is named after retired Pittsburgh Police Chief William H. Moore, who was one of the original sixty founding fathers of N.O.B.L.E. Chief William H. Moore was the first black police chief for the City of Pittsburgh, and through his professional and community leadership he has mentored and inspired many officers to seek administrative and supervisor positions in the law enforcement; and
 
WHEREAS, Whereas, this event is being held to honor those who have displayed exemplary dedication to the community.  The honorees include Trooper James Boyd, Pennsylvania State Police, Deborah Jackson, Esquire, Deputy City Attorney, Concord North Carolina, Lieutenant Bradley, Flood, Allegheny County Jail, and Thomas T. Swan, Esquire, Deputy District Attorney, Allegheny County; and
 
WHEREAS, the N.O.B.L.E banquet theme is "Leading by Example, a Tribute to Law Enforcement", which highlights positive role models in the law enforcement community whose career achievements and service to the community have positively influenced their agencies and the citizens they serve; and
 
WHEREAS, Whereas, NOBLE was founded in September 1976 to address crime in urban, low income areas, and since that time as created various programs to reduce crime and aid victims of it, such as the Racial and Religious Violence and Harassment program, the Community Oriented Policing System, and the Victims Assistance Project.
