WHEREAS, members of the Pittsburgh City Council recognize that chronic homelessness is a growing problem and acknowledge that there are several hundred chronically homeless individuals living outside in Pittsburgh; and
WHEREAS, the Homeless Outreach Coordinating Committee of the Allegheny County Homeless Alliance has thoroughly researched homelessness in Pittsburgh, as well as successful solutions in other urban cities, and based on these findings has proposed the development of an Engagement Center for the homeless; and
WHEREAS, the proposed Engagement Center would provide on-site and housing options for the chronically homeless, as well as emergency shelter, direction to permanent housing, and supportive service, including:
· Bathroom, Showers & Laundry Facilities
· Behavioral Health & Counseling Services
· Food & Clothing
· Drug & Alcohol Support
· Job Listings, Mailing Addresses, & a Phone & Message Center
· Social Security, Public Assistance, Medical & Dental
· Transportation; and
WHEREAS, Council agrees that the services provided by the Engagement Center
would significantly benefit the chronically homeless population in Pittsburgh by: providing for their immediate physical needs, social services, and assistance in finding permanent housing solutions; and
WHEREAS, the benefits provided by the Engagement Center would likely reduce the number of individuals living outside in Pittsburgh. The reduction of chronically homeless individuals in the city would not only benefit the homeless individuals, but also local businesses and the general public.; and

NOW THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh strongly supports the Homeless Outreach Coordinating Committee of the Allegheny County Homeless AllianceCommittee's proposal for its critical and continued service of the homeless community in Pittsburghan Engagement Center.
