Title
Resolution authorizing and directing the Mayor and the Director of Finance to place a Six (6) month moratorium on the sale or transfer of certain city properties within the proposed Grandview Scenic Byway Park area in order to allow a period of study regarding the correct assemblage of property to form a contiguous park, proper maintenance to guarantee the structural integrity of all park hillsides and to preserve ample green space in the park.

Body
Whereas, in which to complement the State Designation of the Grandview Scenic Byway the Council of the City of Pittsburgh supports the establishment of the Grandview Scenic Byway Park; and,

Whereas, in order to allow for study of the correct assemblage of property to form a contiguous Grandview Scenic Byway Park, proper maintenance to guarantee the structural integrity of all park hillsides and to preserve ample green space in the park the City shall place a moratorium on the sale and or development of the specific parcels listed within this resolution (ATTACHMENT).

Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. Authorizing and directing the Mayor and the Director of Finance to place a moratorium on the sale, transfer or development of the following publicly owned properties within or abutting the Grandview Scenic Byway Park for a period of Six (6) Months from the effective date of this legislation, this moratorium shall not include the transfer of properties into the park necessary for the initial designation and shall not include properties in which an interested party has officially begun the purchase or lease process with the City of Pittsburgh Finance Department.
