Whereas, the Joint United Nations Programme on HIV/AIDS (UNAIDS), observing December 1 of each year as World Aids Day, chose the 2004 theme "Women, Girls, HIV & Aids" to call for a worldwide effort to stem the rising stigma and discrimination affecting women and girls that puts them at highest risk for infection and death resulting from this intractable pandemic; and
Whereas, the American Association of World Health cites some 900,000 people with HIV and AIDS in the United States with founded indication that the number of cases is rising; and
Whereas, more women have died of HIV/AIDS in the global pandemic than men—9 million women, compared to 8.5 million men—because women and girls are at the highest risk for infection due to disempowerment and discrimination.

NOW, THEREFORE, BE IT RESOLVED that, Pittsburgh City Council recognizes the activities that the Pittsburgh chapter of the Southwestern Pennsylvania AIDS Planning Coalition (SWPAPC) is doing to increase the awareness and understanding of HIV/AIDS in the City of Pittsburgh with particular focus in 2004 on women and girls, who are challenged by a double stigma and discrimination here and around the world; and
NOW BE IT FURTHER RESOLVED that, Wednesday, December 1, 2004, be declared World Aids Day in the City of Pittsburgh.
