Resolution authorizing and directing the City Solicitor to challenge the non-profit tax exempt status of the Citiline Tower (formerly the Cricklewood).
Body
 
Whereas, the original Cricklewood Apartments was opened in 1967 to provide inner city living for the residents of the City of Pittsburgh; and,
 
Whereas, on January 9, 2004, Duquesne University acquired Citiline Towers (the former Cricklewood Apartments) for a cost of $22 Million to serve as additional student housing; and,
 
Whereas, the addition of Citiline Towers to tax exempt status results in the loss of the following municipal, county and school taxes:  $128, 682—City of Pittsburgh, $165,856—Pittsburgh Public Schools, $55,881—Allegheny County; and,
 
Whereas, after careful research, it has been determined that colleges and universities consider their student housing units "auxiliary enterprises," expected not only to cover expenses but to return a net profit; and,
 
Be it resolved that the Council of the City of Pittsburgh hereby enacts as follows:
 
Section 1. The Solicitor of the City of Pittsburgh is authorized and directed to challenge the non- profit tax exempt status of the City Line Tower (formerly the Cricklewood).
 
Section 2.      The Solicitor is further authorized and directed to investigate all current and future property transfers to non-profit entities.
