AS AMENDED

Title
Resolution authorizing the Mayor and the Director of Public Safety to enter into an agreement with Allegheny County, Pennsylvania for the operation of a single 911 service center in accordance with the Public Safety Emergency Telephone Act of 1990, P.L. 340, No. 78.

Body
WHEREAS, the City and the County have independent 9-1-1 systems established under the provisions of Act 78; and

WHEREAS, the City and the County have agreed that the provisions of 9-1-1 services can be more effectively and efficiently provided to residents of the City and the County as part of a consolidated countywide 9-1-1 system; and

WHEREAS, the City will cease operating its independent 9-1-1 system effective January 1, 2005; and

WHEREAS, the County will therefore accept full responsibility for providing 9-1-1 services to City residents on January 1, 2005, pursuant to Act 78; and

WHEREAS, the City and the County desire to enter into an agreement providing the residents of the County and the City with the best possible 9-1-1 service in the most cost-effective and efficient manner possible;

Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. The Mayor and the Department of Public Safety are hereby authorized to enter into an agreement with Allegheny County in substantially the form of the agreement attached hereto which provides for a three-phase transfer of responsibility to Allegheny County:
I. Preparation of a co-location plan and the combined work-site for additional operators;
II. Co-location of all 911 call-taking services at the Allegheny County 911 call center;
III. Effective 1/1/05, the City of Pittsburgh's discontinuation of 911 services as well as the orderly transfer of equipment, 911 revenues and 911 operations to Allegheny County.

The final agreement shall be in a form approved by the City Solicitor.
