Resolution amending Resolution 724 of 2021 authorizing the Mayor and the Director of the Finance to enter into a Donation and Professional Services Agreement or Agreements with Pittsburgh Land Bank and GRB Law to document the donation of legal services relating to the performance of designated quiet title actions on behalf of the City of Pittsburgh; and further, pursuant to Chapter 210 of the City Code (“Acceptance of Gifts to City”) accepting the donation by Pittsburgh Land Bank of such legal services to be performed by GRB Law on behalf of the City to extend the term of the agreement or agreements until December 31, 2023.

WHEREAS, the City is the owner of certain parcels of real property (the “Properties”) that are designated to be transferred for community-based purposes to be used in the public interest; and
WHEREAS, the City has not quieted title to the Properties due to the COVID-19 pandemic and staffing issues; and
WHEREAS, the Pittsburgh Land Bank has retained GRB Law to provide legal services and now wishes to include a donation of designated GRB Law legal services to quiet title on the Properties on behalf of the City in order to expedite transfers without further delay and to assist in carrying out the City’s interests in the Pittsburgh Property Reserve.
Be it resolved by the Council of the City of Pittsburgh as follows:
Section 1. The Mayor and the Director of the Department of Finance, on behalf of the City of Pittsburgh, are hereby authorized to enter into a Professional Services and Donation Agreement or Agreements with the Pittsburgh Land Bank and GRB Law to document the donation of legal services relating to the performance of designated quiet title actions by GRB Law on behalf of the City of Pittsburgh.
Section 2. Pursuant to Section 210 of the City Code, the Mayor and the Director of the Department of Finance, on behalf of the City are authorized to accept the donation by Pittsburgh Land Bank of legal services to be performed by GRB Law on behalf of the City, with a value not to exceed One Hundred Fifty Thousand and No/100 Dollars ($150,000.00). Such services shall be provided at no cost to the City.
Section 3. The agreement or agreements authorized herein shall be approved as to form by the City Solicitor.
