Title

Resolution instructing the Director of Parks and Recreation and the Department of Public Works to amend the Rules and Regulations for Sports Field Permits to provide priority use to athletic organizations comprised of City of Pittsburgh residents.

 

Body

WHEREAS, until appropriate fields are adequately supplied to meet City of Pittsburgh residents’ demand for sports fields and courts, demand exceeds supply.

 

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1. The Director of Parks and Recreation and the Department of Public Works shall amend the Rules and Regulations for Sports Field Permits, omitting the following language:

                     Preference will be given to City of Pittsburgh residents when permits are issued.

And replacing it with the following language:

Rules and Regulations

                     First priority for fully completed athletic field and court permit applications will be given to Pittsburgh Public Schools Interscholastic Athletics only during the school year, Monday through Friday, between 2:30 PM and 5:00 PM.

                     Second priority for fully completed athletic field and court permit applications will be given to private school interscholastic athletics located within the City of Pittsburgh with the majority of participants on rosters living in the City.

                     Third priority for fully completed athletic field and court permit applications will be given to CitiParks and CitiSports affiliated programs, upon verification of status as such through the Department of Parks & Recreation.

                     Fourth priority for fully completed athletic field and court permit applications will be given to any youth sports leagues or organizations that do not fit the above criteria, but consist of a majority of City of Pittsburgh residents.

                     Fifth priority for fully completed athletic field and court permit applications will be given to any adult sports leagues or organizations that do not fit the above criteria, but consist of a majority of City of Pittsburgh residents.

                     Sixth priority for fully completed athletic field and court permit applications will be given to any youth and adult sports leagues which do not fit the above criteria.

                     First priority for fully completed athletic field and court permit requests will be given to athletic organizations comprised of City of Pittsburgh residents so organized for Sports Programs/Tournaments/Events (Description: Organized sporting event featuring team competition, games, held one day or over the course of several days) when permits are issued.

                     Second priority for fully completed athletic field and court permit requests will be given to individual City of Pittsburgh residents of the neighborhood with the desired field or court, when permits are issued.

                     Third priority for fully completed athletic field and court permit requests will be given to City of Pittsburgh employees who are also residents when permits are issued.

                     Fourth priority for fully completed athletic field and court permit requests will be given to athletic organizations comprised, only in part, of City of Pittsburgh residents so organized for Sports Programs/Tournaments/Events (Description: Organized sporting event featuring team competition, games, held one day or over the course of several days) when permits are issued.

The remaining Rules and Regulations shall stay as they are subject to the discretion of the Director of Parks and Recreation.  Further, the Director of Public Works shall cause the Athletic Field/Court Use Guidelines & Application to be modified to reflect the changes herein.
