WHEREAS, the Department of Permits, Licenses, and Inspections issues licenses to general contractors; and

 

WHEREAS, general contractors are now required to have RRP training to renew their license with the City of Pittsburgh; and

 

WHEREAS, on March 21, 2022, the Office of Management and Budget, on behalf of the Department of Permits, Licenses, and Inspections, released a Request for Proposals to assist City with providing RRP training for the general contractors; and

 

WHEREAS, Women for a Healthy Environment has been selected with respect to providing the registration of each training course provided by the RRP training vendors Zach Academy and Professional Training Associates, Inc.; and

 

WHEREAS, Women for a Healthy Environment will collect a $55 $50 fee from each registered general contractor to provide to the City of Pittsburgh towards the total cost of the training courses; and

 

WHEREAS, in addition to the collected $50 fees from contractors, Women for a Healthy Environment will pay City $45,000 $50 per participant to assist in the cost of RRP courses for general contractors; and

 

WHEREAS, the City shall pass separate legislation to authorize the execution of agreements with the training vendors Zach Academy and Professional Training Associates, Inc.

 

 

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1. Authorizing the Mayor and the Director of the Department of Permits, Licenses, and Inspections (PLI), to enter on behalf of the City of Pittsburgh into an Agreement or Agreements with Women for a Healthy Environment for the receipt of funds at a rate of One Hundred Dollars ($100) per contractor participant, which rate shall consist of Fifty Dollars ($50) contributed by Women for Healthy Environment and Fifty Dollars ($50) paid by each contractor participant, for the payment  in  an amount not-to-exceed Ninety Thousand Dollars ($90,000) and to assist with organizing Renovation, Repair, and Painting (RRP) training for general contractor license holders pertaining to PLI’s enforcement of the City of Pittsburgh’s Lead Safe Ordinance. The City Solicitor shall approve said Agreement(s) as to form.

Funds received by the City in the amount up to Ninety Thousand Dollars ($90,000) in the amount of $45,000 shall be deposited into the following account:
