Title: WHEREAS, Chief Scott Schubert is retiring July 1, 2022, after 29 years with the Pittsburgh Bureau of Police. Over his nearly three decades in public service, he rose through the ranks from Patrolman to Detective, Sergeant, Lieutenant, Commander, Assistant Chief, and Acting Chief before being promoted to Chief of Police in February 2017; and,

WHEREAS, Chief Scott Schubert is retiring July 1, 2022, after 29 years with the Pittsburgh Bureau of Police. Over his nearly three decades in public service, he rose through the ranks from Patrolman to Detective, Sergeant, Lieutenant, Commander, Assistant Chief, and Acting Chief before being promoted to Chief of Police in February 2017; and,

WHEREAS, during his career as Chief, Schubert lead the initiative of building trust and legitimacy in the community by establishing a Pittsburgh Police Community Engagement Office. Community Resource and Neighborhood Resource Officers participated in a number of activities in schools, churches, and neighborhoods that helped create positive relationships between officers and the communities they serve; and,

WHEREAS, based on a National Initiative, he created the Group Violence Intervention (GVI) partnership between law enforcement, social services and the faith community whose job was to mediate and interrupt violence to keep it from spreading; and,

WHEREAS, Schubert created a partnership with several organizations including 412 Boxing, OneCOP and the Pittsburgh Steelers, Pirates and Penguins in order to build relationships with inner-city children and youth; and

WHEREAS, he has had many accomplishments during his time as Chief of Police, including, but not limited to, creating a Real Time Crime Center (RTCC), the use of Body Worn Cameras for all officers, and the establishment of the Office of Strategy, Accountability, and Resiliency (OSAR); and,

WHEREAS, he collaborated with the US Attorney's Office to establish a High Intensity Drug Trafficking Area (HIDTA) unit within the Pittsburgh Bureau of Police, which allowed the Bureau to disrupt drug trafficking and gun violence at the highest levels; and,

WHEREAS, Chief Schubert is also well known for his promotion of and participation in the annual Pittsburgh Polar Plunge, which benefits the Special Olympics; and,
