Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.                     The City Controller is hereby authorized and directed to create a trust fund entitled “Lead Safety Trust Fund” into which shall be deposited federal American Rescue Plan funds as allocated by City Council via separate legislation. Contributions from private organizations and/or non-profits may also be deposited as appropriate.

 

Section 2.                     Authorized expenditures from the trust fund shall be limited to costs related to the implementation and enforcement of the Lead Safe Ordinance. These expenditures may include materials and employee costs for lead testing and/or remediation, safety training sessions for City employees and/or general contractors, and related community outreach. Said expenditures must move through the appropriate procurement processes.

 

Section 3.                     The Lead Safety Trust Fund shall be established within the Office of Management and Budget. Other departments may utilize the Fund with permission from the Director of the Office of Management and Budget and with authorized legislation, if appropriate.

 

Section 4.                     American Rescue Plan funds not obligated by April 1, 2024 may be reallocated at the discretion of the City of Pittsburgh.
