WHEREAS, Davis Avenue Bridge was originally built in 1898 and demolished in 2009; and

WHEREAS, the bridge is being rebuilt as a project of the Department of Mobility and Infrastructure, to serve as a new bike and pedestrian bridge; and

WHEREAS, the budget for this construction includes funds for the inclusion of a new piece of public art to be made onsite; and

WHEREAS, the Department of City Planning includes a Public Art & Civic Design division that administers the implementation of City of Pittsburgh public art projects; and

WHEREAS, on December 22, 2021, the Office of Management and Budget, on behalf of the Department of Mobility and Infrastructure and the Public Art & Civic Design Division, released a Request for Proposals to solicit for the coordination of the design, fabrication, and installation of this public art project; and

WHEREAS, a selection committee chose Lori Hepner for the public art project implementation.


Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. Authorizing the Mayor and the Director of the Department of Mobility and Infrastructure, to enter into an Agreement or Agreements, or the use of existing Agreements, between the City of Pittsburgh and Lori Hepner, for the creation and installation of public art as part of the new Davis Avenue Bridge, at a cost not to exceed Thirty Thousand Dollars ($30,000.00).
