Body

Be it resolved by the Council of the City of Pittsburgh as follows:

 

Section 1.                     The Mayor and the Director of the Department of Public Safety are hereby authorized to make expenditures and enter on behalf of the City of Pittsburgh into a professional services agreement or agreements with third party entities The POISE Foundation in an overall amount not to exceed Two Million Dollars ($2,000,000), which  regarding shall be funded by the City’s “Stop the Violence” Fund in accordance with Ordinance No. 40 of 2021 and Chapter 237 of the City of Pittsburgh Code. 

 

Section 2. City Council will receive a potential grantees’ awards list from the Stop The Violence Steering Committee for Council’s approval prior to disbursement of funds.

 

Section 3.  Said expenditures and agreement(s) shall compensate The POISE Foundation in an amount not to exceed Forty-Nine Thousand Nine Hundred Fifty Dollars ($49,950) for its services, with the remaining for services related to administration of One Million Nine Hundred Fifty Thousand and Fifty Dollars ($1,950,050) of funds from the City’s “Stop the Violence Fund”. to be subcontracted by The POISE Foundation to be distributed to the approved grantees third party entities in accordance with Ordinance No. 40 of 2021, City Code Ch. 237 and guidance conditioned upon approvals from the City’s Department of Public Safety, chargeable to and payable from the following account numbers and subject to City Council appropriations in corresponding future budget years:

Section 4.                     Said agreement(s) with The POISE Foundation shall be approved as to form by the City Solicitor. The Pittsburgh City Controller is authorized to perform an audit of said agreement or agreements, which shall include an accounting of all monetary exchanges and any other interactions between the two entities and any actual or potential subcontractors of The POISE Foundation. The POISE Foundation and/or such subcontractors shall submit quarterly financial and progress reports to the Director of the Department of Public Safety and to the Pittsburgh City Controller for projects relating to said agreement or agreements.  Said progress reports shall be approved as to reporting requirements by City Council.
