Title

Resolution further amending Resolution No. 647 of 2020, effective December 23, 2020, entitled “Resolution adopting and approving the 2021 Capital Budget and the 2021 Community Development Block Grant Program, and the 2021 through 2026 Capital Improvement Program,” by adding $8,342,028.00 to reflect the allocation of HOME-ARP funds from the U.S. Department of Housing and Urban Development (HUD) and authorizing a subsequent Agreement or Agreements.

 

Body

Be it resolved by the Council of the City as follows:

 

Section 1.                     The Mayor and the Director of the Office of Management and Budget of the City of Pittsburgh are authorized to execute relevant agreements with the U.S. Department of Housing and Urban Development (HUD) for the HOME Investment Partnerships Program - American Rescue Plan (HOME-ARP) funding in the amount of EIGHT MILLION THREE HUNRED AND FOURTY-TWO THOUSAND and TWENTY-EIGHT dollars ($8,342,028.00) to fund an emergency rental assistance program. Not less than 85 percent of awarded funds must be used for the following four eligible activities: the production or preservation of affordable housing, tenant-based rental assistance (TBRA), supportive services, homeless prevention services and housing counseling, and the purchase and development of non-congregate shelters.  Remaining funds are for planning and administrative costs.  Monies from the U.S. Department of Housing and Urban Development (HUD) shall be deposited into account string 1226300121.45703.00.

 

Section 2.                     The Mayor and the Director of the Office of Management and Budget of the City of Pittsburgh are further authorized to enter into agreements, or contracts, or utilize existing agreements or contracts at a cost not to exceed EIGHT MILLION THREE HUNRED AND FOURTY-TWO THOUSAND and TWENTY-EIGHT dollars ($8,342,028.00) for the following four eligible activities: the production or preservation of affordable housing, tenant-based rental assistance (TBRA), supportive services, homeless prevention services and housing counseling, and the purchase and development of non-congregate shelters. No more than 15% of the funds are available for administrative and planning costs.  Said costs shall be chargeable to and payable from account string 1226300121.58101.00.

 

Section 3.                     Resolution No. 647 of 2020, as amended, effective December 23, 2020, which presently reads as per Current Budget Amount, is hereby further amended to read as per Revised Budget Amount.
