Title
Ordinance amending the Pittsburgh Code, Title Five, TRAFFIC, Article I: Administration by establishing traffic regulations for electric low-speed scooters consistent with PA Act 24 of 2021 and Article XVI-Q passed by the Pennsylvania General Assembly on June 25, 2021.

The Council of the City of Pittsburgh hereby enacts as follows:

Section 1. The Pittsburgh Code, Title Five, TRAFFIC, Article I: Administration, is hereby amended as follows:

? 501.01 COMMONWEALTH DEFINITIONS AND WORDS DEFINED.
(a) (18) ELECTRIC LOW-SPEED SCOOTER. A device weighing less than 100 pounds that has handlebars and an electric motor, a floorboard which can be stood upon while riding, and is solely powered by the electric motor or human power, or both.
? 503.16 REGULATION OF ELECTRIC LOW-SPEED SCOOTERS
(a) All electric low-speed scooter operators shall be subject to Title 75 of the Pennsylvania Statutes, known generally as the "Vehicle Code", governing pedalcycle traffic on roads, unless otherwise specified.
(b) An individual may only operate an electric low-speed scooter on a pedalcycle lane on a roadway, a roadway with a maximum posted speed of 25 MPH, or a designated pedalcycle or shared use path. Electric low-speed scooters may not be operated on any sidewalk, except where specifically designated as a shared use path.
(c) No individual under the age of 18 may operate an electric low-speed scooter.
(d) No individual may operate an electric low-speed scooter at a speed greater than 15 MPH.
(e) No individual may operate an electric low-speed scooter with more than one person on the device.
(f) Electric, low-speed scooters must be parked perpendicular to the curb in a legal, unrestricted motor vehicle parking space within the public right-of-way; in a designated corral or station; or immediately adjacent to a public bicycle rack. Electric low-speed scooters may not be parked on any sidewalk except in a corral or station or at a bicycle rack.
