Ordinance amending and supplementing the City of Pittsburgh Code, Title One ("Administrative"), Article VII ("Procedures"), by amending Chapter 161 ("Contracts") with respect to procurement procedures for small non-professional service agreements (i.e. $10,000 or less) utilized by the Department of Parks & Recreation and the Department of Public Safety, Office of Special Events for recreational and instructional purposes.

WHEREAS, the City of Pittsburgh, through its Department of Parks & Recreation and Department of Public Safety, Office of Special Events, seeks to maximize the public's enjoyment of its various parks and playgrounds; and

WHEREAS, the City's Department of Parks and Recreation and Department of Public Safety, Office of Special Events, seek to amend and supplement the City of Pittsburgh Code in order to facilitate more efficient procurement and legislative procedures with regard to agreements valued at $10,000 or less for recreational and instructional non-professional services such as performers, artists and referees; and

WHEREAS, such services are time-sensitive, of relatively nominal dollar value and are not well-suited to the City's usual procurement or legislative requirements; and

WHEREAS, such amendments will expedite procurement procedures for such non-professional services and enhance the programming offered in the City's parks and playgrounds and for its special events.


Be it resolved by the Council of the City of Pittsburgh as follows:

Section 1. City of Pittsburgh Code, Title One ("Administrative"), Article VII ("Procedures"), Chapter 161, Section 161.01A is hereby amended by adding a new subsection 161.01A(b)(5) and Section 161.02B is hereby amended by adding a new subsection 161.02B(a)(15) as follows:
